CORRECTED: As we learn more about Bredesen's Watergate, the political people pulling the strings remain unknown. Bill Hobbs via the Knoxville News-Sentinel and Michael Silence says Lt. Shirley should come forward to reveal his puppermasters:

Mr. Hobbs is the one calling for the puppetmaster to be revealed, not the Sentinel. Silence was just quoting him at his Sentinel blog.
At this point in time, the Sentinel is doing what they usually do: carry the Bredesen line.
Publisher Bruce Hartman was credited by Business Tn magazine as helping Bredesen achieve a victory in East Tenn. Things haven't changed.
The newspaper work on this story will have to be done in Middle and West Tenn.
